India’s Media Makeover: The Press and Registration of Periodicals Act, 2023

India is ushering in a new era in media regulation with the introduction of the Press and Registration of Periodicals Act, 2023, set to replace the age-old Press and Registration of Books Act of 1867. This historic move reflects the nation’s commitment to adapting its regulatory framework to the demands of the digital age. The proposed changes aim to streamline the registration process for newspapers and periodicals, easing the burden on publishers who previously navigated a complex system under the 1867 Act.

The focus of the new act is on periodicals, marking a departure from the broader scope of the old law, which covered newspapers, periodicals, and books. This shift recognizes the evolving landscape of media and aligns the regulatory framework with contemporary realities. Embracing digital efficiency, the act introduces online registration protocols, allowing publishers to register through the Press Registrar General, a significant departure from the earlier requirement of physical declarations to the District Magistrate.

In an effort to enhance security measures, the act restricts individuals convicted of terrorism or actions against state security from publishing periodicals. Additionally, the introduction of an Appellate Board provides a structured mechanism for appeals against refusals, penalties, or registration suspensions, ensuring checks and balances in the regulatory process. This legislative reform underscores India’s commitment to responsible journalism and marks a significant step towards modernizing its media regulatory landscape.
